Stephen C. Francis is a co-founder and vice-chairman (retired) of Fischer Francis Trees & Watts Inc. (FFTW), an investment management firm that specializes in the management of domestic and international fixed-income and foreign currency portfolios for institutional investors worldwide. Prior to the founding of FFTW in 1972, Mr. Francis was an officer of Brown Brothers Harriman & Co. and earlier of Citibank.
Mr. Francis has served on the boards of several for-profit and not-for-profit organizations. He is a past member and chairman of the Treasury Borrowing Advisory Committee, a private sector group that advises the US Treasury on its financing activities.
Mr. Francis received an AB from Dartmouth College in 1963 and an MBA from Stanford University in 1965. He joined the Board of Trustees of the Institute of International Education in 2003 and currently sits on the Audit Committee and the Budget and Finance Committee.
