The English Access Microscholarship Program began in 2004 on behalf of the U.S. State Department. Its goal was to provide English language training to non-elite students between the ages of 14-18 years old in different areas of the world. Through this program, students gained a heightened appreciation of the U.S. culture and were better prepared for future educational and job opportunities.

was an initiative to provide college students the opportunity to study a semester at the University of the Americas Puebla or Technological Institute Estudios Superiores de Monterrey Campus Ciudad de Mexico. Eligible applicants studied international business, administration and finance, economics and communication. Through the program, scholars were able to focus on topics of study that aided the development of Mexico as a country.
