IIE's office at 1400 K Street, N.W. is home to the staff of several divisions that work on some of the major programs that IIE administers around the world, including:

IIE's Department of Scholar and Professional Programs
IIE's Department of Scholar and Professional Programs, also housed at 1400 K Street, includes the Council for International Exchange of Scholars (CIES) division and the Humphrey division. Services include:
- International Scholar Exchange Programs
- International Development of Higher Education Institutions
- Professional Exchange and Training
For more than 60 years, the CIES division has helped administer the Fulbright Scholar Program, the U.S. government's flagship academic exchange effort, on behalf of the United States Department of State's Bureau of Educational and Cultural Affairs. The Department of Scholar and Professional Programs also administers the Hubert H. Humphrey Fellowship Program, which selects Fellows based on their potential for leadership and their commitment to public service in either the public or the private sector. Humphrey Fellows engage in non-degree study and related professional experiences at selected American universities, with funding from the Bureau of Educational and Cultural Affairs of the U.S. Department of State.
