The China Scholarship Council is the main organization responsible for data collection. The Department of International Cooperation and Exchanges, Ministry of Education PRC is responsible for setting policies relating to international student data collection. The sources of international student data come from reports from individual universities. Data are collected on an annual basis and have been collected from 1998-2008, to date. An international student is defined by their country of citizenship.
