Edward “Ted” Kaufman is the former United States Senator from Delaware where he served on the Foreign Relations, Armed Services, Judiciary, and Homeland Security Committees.

While he was Senator, he was one of the leading voices supporting public diplomacy, international press freedom, and the importance of an expanded civilian role in U.S. foreign policy. He founded and Co-Chaired the Senate Global Internet Freedom Caucus, a bipartisan group of senators who advocated global freedom of expression through the Internet and other connective technologies.

He authored a number of resolutions which passed the Senate on press freedom in Iran and co-authored the Victims of Iranian Censorship (VOICE) Act, which supported increased U.S. broadcasting in Iran, as well as the development of Internet censorship circumvention tools.

Before his time as senator, he served on the senate staff of United States Senator Joseph Biden for 22 years, 19 years as Chief of Staff. For over 20 years he taught a course on the congress at the Duke University’s School of Law and Sanford School of Public Policy.

After leaving the Senate, he was the Chair of the Congressional Oversight Panel of the Troubled Asset Relief Program.

He is presently a Senior Lecturing Fellow at Duke Law School, Co-Chair of the Delaware STEM Council, and serves on the boards of the Ministry of Caring, Children and Families First, and Wesley College.

From 1995 until 2008, he was a Board member of the Broadcasting Board of Governors (BBG), the independent, autonomous, federal entity responsible for all U.S. government and government-sponsored non-military international broadcasting. He was appointed to the BBG by the Presidents Clinton and Bush and was confirmed by the Senate for four terms.

He has an engineering degree from Duke University and MBA from the Wharton School of the University of Pennsylvania.
