Capacity Building for the Electricity
Regulatory Agency of China
(2003)
The Energy Group is designing and implementing a support
program to the World Bank-sponsored project that studies
the related issues of creating an electricity regulatory
agency in China and providing policy-making advice to
the electricity regulatory agency during its
establishment and operation in China. The inaugural
activity, a study tour on "Capacity Building of
Electricity Regulatory Agency in China," will be held in
4 cities in the U.S. in 2003. The study tour is
co-sponsored by the Ministry of Finance (MOF) of the
People's Republic of China and is designed to assist
representatives of the State Economic and Trading
Commission, the MOF, and the State Power Economic
Research Center in determining the priorities of a
regulatory agency in China. Participants will further
learn about the experiences and operation of electricity
regulatory agencies in the U.S., and about their
application to the Chinese context.
India Distribution Reforms Project
(2002 - Present)
The reform of the power sector in India today focuses on
improving the performance of state owned distribution
systems. The Government of India has formulated a broad
program to improve distribution throughout the country.
The Energy Group supports the program under the terms of
an agreement with the United States Agency for
International Development (USAID) to prepare a series of
courses and activities to strengthen institutions
responsible for the management and operations of
distribution networks. Both short-term and long-term
training, and the training of trainers will be supported
under the Training for Distribution Reforms project.
The topics will include: Incentive Regulation for
Distribution Efficiency [for Regulators], Improved
Commercial Practices for Rural Distribution Systems,
Distribution System Management Issues, Improved
Metering/ Billing and Collection.
Nigeria Energy Training Program
(2002 - Present)
After preparing a comprehensive energy sector training
plan to address key issues in the power and oil and gas
sectors, the Energy Group is to conduct a series of
training and capacity building activities, over the next
two years, for this USAID sponsored project. Courses
are planned to support on-going restructuring and
privatisation of Nigeria’s power sector, focusing on the
legislation, design, and implementation of an
appropriate regulatory framework consistent with the
unbundling and corporatisation of the government-owned
utility, National Electric Power Authority (NEPA).
Planned courses include a one-week workshop to improve
skills in negotiating and implementing private power
generation contracts and a one-week workshop on tariff
design and rationalization in the power sector,
concentrating on the cost-of-service rate-making, and
the process of rate-making, both in regulatory and
non-regulatory settings.
U.S.- Mexico Border Energy Conference
(2002 - Present)
This Conference, sponsored by the U.S. Department of Energy
(DOE), brought together key players in the energy sector
of the U.S. and Mexico and gave them the opportunity to
share and deliver their services and resources. The
event also gave them the opportunity to initiate
combined strategy in infrastructure development and
service provision. The underlying assumption of the
workshop was that the interconnection and integration of
energy sector brings benefit to the consumer in the form
of lower electricity and gas prices, and in security and
reliability at the national level in gas and
electricity.
Pollution Prevention for Clean Production
in Latin America & Caribbean
(2002 - Present)
This
program includes six workshops on cleaner production
practices and will endorse efforts of several USAID
initiatives in the region, promoting cleaner production,
energy efficiency, and improved environmental
management. The aim is to strengthen the capacity of
local industry, municipalities, and supporting
institutions to integrate cleaner production
technologies and management tools into business
decision-making in order to satisfy economic, social,
environmental, and regulatory targets. The workshops
will provide an overview of Pollution Prevention/Clean
Production concepts and methodologies with a focus on
developing skills to carry out analyses needed to take
the first steps towards implementing cleaner production
practices in their industries. The workshop will
include a discussion of the history and success of P2/CP
world-wide and in Latin America, on-site demonstrations
of the performance of in-plant "Audit Lite", methods for
analyzing material, mass, and energy balances, methods
for performing financial analyses, and techniques for
successful communication with decision-makers.
Alexandria Electric Corporation (AEC)
Restructuring Program (Egypt)
(2001 - Present)
Sponsored by the USAID/Egypt Mission, the Energy Group
implemented the training component of this technical
assistance project, which enabled the AEC to reengineer
certain technical, commercial, and business
processes/functions, which in turn helps to improve
efficiency and environmental performance,
competitiveness, economic health, and asset value.
Assistance was provided in both the generation and
distribution departments of the AEC.
Bangladesh Energy Training Program
(2001 - Present)
This
USAID initiated project, which has the objective of
furthering the efficient development and reform of the
energy sector, provides capacity building to power and
oil and gas sector institutions in Bangladesh. The
Program is tailored to meet the country’s specific needs
by providing state-of-the-art training through a
carefully selected set of twenty courses and workshops.
The set includes one- and two-week courses -- executive
and outreach seminars conducted over a 33-month
period. In addition, the project conducts
international study tours to expose energy sector
professionals and policymakers to reform and best
practices elsewhere in the world.
India Sustainable Energy Curriculum Development
(2001 - Present)
The principle objective of this USAID sponsored Project
is to create a cadre of civil servants who are
knowledgeable about energy and electricity sector policy
issues, which are now a major national focus and likely
to influence the future growth of the Indian economy.
To date, the curriculum materials have been used in four
separate components of the Lal Bahadur Shastri National
Academy of Administration’s (LBSNAA) regular training
programs. Approximately six hundred and fifty new
recruits from all branches of the Indian civil services
have been trained in three sessions of the Academy’s
“Foundation Course,” – courses which the Energy Group
has conducted.
India Energy Conservation and Commercialization
Project (ECO)
(2000 - Present)
A
four-year joint project of the Government of India and
USAID, ECO promotes widespread commercialization of
energy efficiency technologies and services in India,
thereby contributing to the reduction in the growth of
greenhouse gas emissions. ECO addresses the problem of
overcoming institutional and technical barriers that
have hindered end-use energy efficiency in India.
Technical assistance and training is provided not only
to assist government in developing market-oriented
policies for energy efficiency improvements, but also to
strengthen the capacity of utilities and the private
sector to apply energy efficiency technologies and to
implement Demand Side Management (DSM) programs.
Indonesia Energy Sector Restructuring
& Regulation Project
(2000 - Present)
Sponsored by USAID, the Energy Group is implementing a
three-part project to develop institutional capacity at
the Directorate General of Electricity and Energy
Utilization (DGEEU) of the Government of Indonesia’s
Ministry of Energy and Mineral Resources. The project
supports the government program to restructure
Indonesia’s electricity industry and to create an
appropriate regulatory framework. The three major
components of the project are the training of DGEEU
staff; the development and implementation of a Change
Management Plan that addresses the barriers to electric
industry restructuring, builds support for the
restructuring process, and prepares all stakeholders to
participate fully in the restructured market.; and
assistance in the coordination and implementation of
technical assistance (TA) projects and related
activities financed by the Asian Development Bank (ADB).
Brazil Energy Training and Outreach Program
(1999 - Present)
Sponsored by the USAID
Center for Global Environment, the Energy Group is
designing and implementing a training program focused on
providing technical assistance that builds, optimizes,
and develops the capacity of key actors in meeting the
challenges of providing clean and efficient energy
production and private sector participation. Through
this program, Energy Group will train key in-country
actors, such as the Ministry of Mines and Energy (MME),
the Energy Secretariat, PROCEL, CEPEL, and others,
providing them with the skills needed to build local
knowledge, and to support Brazil’s development of
institutional capacity for sustainable economic
development. The Energy Group will also provide
technical assistance, in addition to a full range of
training services, in the area of Energy Efficiency
Education and Awareness in Bahia, Brazil.
Second Hemispheric Conference of
Energy Regulators
(2002)
The
Office of International Affairs sponsored this 2-day
conference for energy regulators in the U.S., Canada,
Latin America and the Caribbean. Discussions explored
the current state of regulatory development in each
country represented and the potential obstacles and/or
areas of regional cooperation. A series of
private-sector interest panel discussions were also held
on the topics of, “Liquefied Natural Gas as an Incentive
to Regional Cooperation (in the Caribbean)” and “Private
Sector Expectations of Regulation”. The Conference was
concluded by a “Regulators Only” roundtable discussion
designed to flesh out the strategies for continued
cooperation among regulators in electricity market
integration. The Conference was attended by 92
representatives of U.S. and foreign government entities,
funding agencies, non-profit organizations and private
sector companies; 60 regulators and ministry officials;
and 10 U.S. DOE representatives.
Hemispheric Energy Regulatory Assistance
Program (HERA)
(2000 - 2002)
Funded by the by the Tinker Foundation, and in strategic
partnership with the Regulatory Assistance Project (RAP)
of Portland, Maine, the Energy Group brought together a
hemisphere-wide group of experts to develop, compile,
and demonstrate the best practices associated with the
implementation of sustainable energy sector reform
efforts. Under this program, IIE/EG developed the
Best Practices Guide to Electricity Regulation in Latin
America that was published and circulated among the
regulatory commissioners in Latin America in November
2002. The guide describes a conceptual framework and
best practices to aid its audience of power sector
regulators, regulatory staff members, government
officials, and involved professionals throughout the
hemisphere with the restructuring of the electricity
sector.
Ukraine Energy Sector Training Program
(1998 - 2002)
Sponsored by the USAID Mission in Kiev and through a
partnership with IMI (International Management
Institute), the Energy Group provided a MBA Program to
develop future management personnel in order to meet the
needs of the industry to successfully operate in a
market economy, while also assisting Ukraine in building
the indigenous capacity necessary to meet the
educational requirements of its energy sector. For this
Program, the Energy Group designed and implemented a
series of short-term technical training courses in
Ukraine for senior decision-makers and the senior
executive management of Ukraine's energy sector.
African Women in National Energy
Policy and Planning
(2001)
The
Energy Group implemented this two-week training workshop
in Washington, DC. The U.S. Department of Energy,
Office of Economic Impact and Diversity-sponsored the
participation of 11 women from the Ministries of Energy
in 11 African countries in their attendance of this
course. The training was designed to support the
development of women’s leadership and perspective in
sustainable, national energy policy in African nations.
The workshop addressed the key themes in energy policy
and women’s impact on development, with the objective to
provide participants with a working knowledge of the
range of fundamental technical and policy options, and
with consideration to grassroots development programs in
Africa.
Energy & Environment
Training Program
Sponsored by the USAID Center for Global Environment, this
program will provide vital expertise needed in the energy
and environment sectors based on the following USAID statement
of purpose: "... for technical training necessary to promote
USAID's environmental programs and to reduce long-term threats
to the global environment ... to promote energy privatization
and restructuring, and foster cleaner, more efficient generation,
transmission, distribution and use of energy in USAID client
countries.
