Power Sector Restructuring and Regulatory Reform
is for high-level policy makers and senior executives who
will develop national power sector reform programs and for
mid-level professionals and practitioners who will implement
regulatory reform programs and power sector restructuring.
Course consists of two modules: the first module, policy
issues, is designed for high-level policy makers and senior
executives; the second module, implementation, is designed
for mid-level professionals and practitioners. Course explains
the benefits of restructuring and regulatory reforms and
the way to develop a power sector reform program. It also
demonstrates how to implement regulatory reform and restructuring
for the power sector. Participants discuss characteristic
elements of the power sector's structure and regulation
and analyze these elements in the context of the electricity
sector of the host nation. Discussions and team exercises
explore the data availability and organizational structure
in place to support restructuring and regulatory reform
and identify specific changes necessary to support such
reforms.
Power Sector Regulation is for representatives of
government energy regulatory bodies and generation, transmission
and distribution companies. Course provides participants
with an understanding of a regulatory body's role in maintaining
market checks and balances, establishing transparency of
decision processes, and balancing needs with environmental
and social needs. Its focus is developing a power sector
regulatory system and implementing power sector regulation.
Key topics include identifying regulatory objectives; international
trends and innovations on regulation; characteristics of
the different regulatory approaches in power sector regulation;
appropriateness of a regulatory system; legal and ratemaking
issues; and constraints in implementing the regulations.
Power Sector Restructuring, Regulatory & Privatization
Study Tour is for high-level officials from the government
agencies, authorities, regulatory bodies who are or will
be responsible for regulating and privatizing the energy
sector. The goal of the program is to provide the participants
with an understanding and exposure to the U.S. experience
in power sector restructuring, regulation and privatization.
Participants meet with U.S. federal and state regulatory
agencies, electric utilities, and government and multi-lateral
agencies. If possible, participants attend the U.S. Department
of Energy / National Association of Regulatory Utility Commissioners,
National Electricity Forum, which offers workshops and panel
discussions on issues inspired by electricity industry restructuring.
