Masood
A. Malik (Executive Director)
As Director of the Energy Group, Mr. Malik manages all of the Institute
of International Education’s energy related programs; this includes
management of all projects, project-related overseas offices, and project
staff which is composed of professional engineers, lawyers, scientists,
and human resource development specialists. This also includes design and implementation of
tailored energy and environmental training programs. Provides sustained and
comprehensive technical support to its project sponsors. The Energy Group’s current
training activities include projects for the U.S. Agency for
International Development Washington Office, USAID India Mission, U.S.
Department of State and U.S. Department of Energy. The Energy Group’s focus has been
to develop the skills and knowledge of key energy and environmental
professionals worldwide, assisting them to support their nation’s
economic development while protecting their natural resource base. Mr. Malik has worked in the
energy sector for over twenty years with extensive USAID experience. For
the past thirteen years, he has served as an expert advisor and project
manager on energy projects overseas with USAID, the World Bank and the
Asian Development Bank. His work has included a major emphasis on power sector
restructuring, privatization, legal/regulatory reform and regional
exchange of power. He has advised and overseen the development and
operation of a number of national power sector policies and programs. His
international professional experiences in countries undergoing power
sector reform include Russia, Pakistan, and the Central Asian Republics.
Mr. Malik received a Masters in Economics from the George Washington
University and a Masters in Systems Engineering and Management from the
Asian Institute of Technology in Bangkok. He received his Bachelor of
Science in Electrical Engineering from the University of Engineering and
Technology in Pakistan.
Patria M. Klein (Program Manager)
Ms. Klein rejoined IIE in 1996 from private law to work on the design,
development and implementation of training programs in Energy Regulation
and Policy. She is currently the Washington, D.C. liaison and manager of
the Energy Group’s South Asia Regional Initiative for Energy
(SARI/Energy), a USAID-funded project. Ms. Klein promotes capacity building and training
activities from inception, to implementation and follow-on. She was recently the home office
liaison and manger for the Indonesia Restructuring Activities Group
(ERAG), also a USAID-Mission funded project. Ms. Klein has managed training programs for the Energy
Group in Armenia, Ghana, India, Indonesia, the Philippines, and Ukraine.
In addition to in-country training programs, Ms. Klein has developed and
monitored study tour programs, including two concurrent international
study tours in power sector restructuring and regulatory reform. Study
tours were implemented in Argentina, Chile, and the United States. She
holds a J. D. from Loyola Law School and a B.A. from the University of
Notre Dame. Ms. Klein is a member of the California Bar and the Federal
Bar. Languages: Tagalog and Visayam dialects.
Francine M. Steininger (Deputy IQC Manager)
Ms. Steininger is the Deputy Indefinite Quantity Contract Manager for
USAID programs. She develops
and manages a wide range of energy/environmental capacity building
programs implemented worldwide under projects supported primarily by
USAID, ensuring that training is tailored specifically to local needs by
coordinating with technical experts, government institutions and in-country
partners. Prior to joining
IIE in 1995, Ms. Steininger helped to coordinate the Global Environment
Facility Pilot Program for the World Bank's Eastern Europe, Middle East
and North Africa Region and managed two ODS Phase Out projects for that
region. Since joining IIE, she developed and implemented workshops and
seminars, working closely with in-country partners, in 16 countries
across all regions. Ms. Steininger received an M.B.A. from Georgetown
University, McDonough School of Business, an M.A. from the Department of
Geography and Environmental Engineering, Johns Hopkins University (1990),
an M.Sc. from the School of Geography, University of Oxford (1988), and a
B.A. in Geology from Barnard College, Columbia University (1984).

Nada R. Bright (Program Officer)
Ms. Bright is responsible for overseeing the planning and implementation
of pre-program preparations, pre-departure orientation, monitoring of
project and enhancement activities.
Responsible for the Energy Group’s new business development
activities, including writing proposals, concept papers, and expressions
of interest for technical energy training and capacity building
programs. She is also
responsible for the Association of South East Asian Nations (ASEAN)
program under USAID and the Department of State’s Strategic Technical Assistance
for Results with Training (START) IQC. Prior to joining IIE, Ms. Bright managed every aspect
of the Entertainment Industries Council, Inc. Finance Department, with an
annual operating budget of $1 million. This included managing business
and project funding and contracts — in support of government contracts,
entertainment industry publications, briefings and communications. Also
devised strategies to implement deliverables for the industry, colleges,
businesses, foundations, and the government. Direct financial accountability
for PRISM — the televised awards show — for 4 years for the entertainment
industry.
Romir Chatterjee (Sr. Energy Training Manager)
As manager of the Energy Group’s India practice he is responsible for a
broad range of training and capacity building programs. Oversight of a technical
assistance project for advanced training related improvement and
upgrading of the country’s distribution systems is a principal
responsibility, under support provided by USAID. Other on-going assignments
include design of a curriculum for senior civil servants on financial
performance, regulatory reform and restructuring of the power sector;
design and implementation of training under USAID/India’s Efficiency
Commercialization (ECO) Project in areas such as integrated resource
planning and utility sponsored demand-side management programs. Mr. Chatterjee has a Ph D. in
Economics from New School for Social Research, New York.
Anita Kochhar (India Country Officer)
Ms. Anita Kochhar is currently the in-country manager for the IIE India
Energy Training Program. She is also the founder Director of Corporate
Resource Development Associates Ltd., a consulting organization that
serves the infrastructure sector in India. She has spent 20 years with
the National Thermal Power Corporation in India. For fourteen years, Ms.
Kochhar was the head of NTPC's Power Management Institute, and was a key
player in its conceptual development and implementation. As director, Ms.
Kochhar was particularly responsible for planning the Institute's agenda
to meet the developmental needs of NTPC and of the Indian Power Sector.
Ms. Kochhar holds an advanced degree in Human Resource Management and
Organizational Behavior from Xavier Labour Relations Institute,
Jamshedpur, India. She is a member of the Alumni Association Executive
Board and Secretary of the Committee on Restructuring of State Electricity
Boards.
Dilip Singh (India Country Coordinator)
Mr. Singh is responsible for coordinating and supporting the design,
development, and delivery of the training and capacity building
activities of the South Asia Regional Initiative for Energy in South
Asia, from the New Delhi office.
Mr. Singh has a Post Graduate Diploma in Rural Management and a
Bachelor of Technology in Agricultural Engineering. Languages: English, Hindi and
Bangla.
