Protecting Higher Education from Attack: Discussion and Panel
Around the world, institutions, students and professors of higher education are increasingly the targets of bombings, arson, shootings, and other attacks that put their education and security, as well as those of their communities, at risk. The Global Coalition to Protect Education from Attack (GCPEA)’s research found that reported attacks on higher education increased between 2014 and 2017, occurring in at least 50 countries.

Among the rights violated by these attacks is the right to education, as access to education is diminished by the destruction of infrastructure as well as physical violence and threats targeting students and professors. Freedom of expression is also affected, as oppression of and restrictions on opposition and dissent affect academic work.
This discussion will highlight the issue of attaches on higher education and measures that states can take to prevent and respond to such violations by implementing GCPEA’s Principles of State Responsibility to Protect Higher Education from Attack.
It will also examine how attacks have affected the higher education sectors of Nigeria, Pakistan, and Egypt, as well as the linkages between this issue and the broader human rights agenda. Please join us as we consider different ways in which the international community, national ministries, and communities can act to keep universities and their students and staff safe.
