Jesse Lutabingwa is Associate Vice Chancellor for International Education and Development and Professor of Public Administration at Appalachian State University (Appalachian). He is responsible for providing leadership for Appalachian’s global engagement efforts. He has more than 30 years of experience in international education and international development. As part of his international education and development work designed to make a difference in people’s lives, Dr. Lutabingwa has been involved in numerous programs around the world, especially in developing countries.
Dr. Lutabingwa has traveled extensively in around the world. He holds a Ph.D. in Public Administration, a master’s degree in International Development Management, and a bachelor’s degree in Business Administration and Economics with a minor in Political Science. Dr. Lutabingwa has conducted research on local government and traditional leadership in South Africa, decentralization of local government in Albania and South Africa, and African NGOs and their role in public policy advocacy. He has traveled extensively around the world. Dr. Lutabingwa is a member of NAFSA: Association of International Education and has served in various leadership capacities within the association both at the national and regional levels, as well as the Association of International Education Administrators (AIEA). He also is a member of the Boone Sunrise Rotary Club and currently serves as Director for International Projects.
