“Navigating Skills Adaptation: Integrating AI in Higher Education” presents the first findings of the Global Consortium on Artificial Intelligence and Higher Education for Workforce Development, a collaborative research initiative led by World Innovation Summit for Education (WISE) and the Institute of International Education (IIE). Bringing together insights from seven countries, Qatar, Colombia, Ghana, India, Kazakhstan, Spain, and the United States, the report offers a nuanced look at how AI is reshaping higher education systems worldwide.
The Consortium was established following discussions at the WISE 11 Summit in 2023, where the rapid acceleration of AI adoption highlighted the urgent need for deeper inquiry. As AI begins to influence teaching, learning, and workforce preparation at an unprecedented scale, understanding its implications within higher education has become essential. This initiative adopts a multi-country, comparative framework designed not to rank or compare systems, but to illuminate diverse contexts and shared challenges in AI integration.

Part II presents overviews of seven global case studies prepared in collaboration with our research partners. Each case study overview includes that country’s research focus, key findings, and recommendations.
