This report includes findings of an extensive study conducted in Mexico, Indonesia, and Turkey during 1984 and 1985 to provide better understanding of the problem of intellectual and professional decay, to assess its seriousness, and to propose solutions.
The goal of this study is to enrich understanding of developments that are of immense and growing significance to both the First and Third Worlds, to provide modest enlightenment, to raise consciousness of issues hitherto inadequately attended to in both worlds, to inspire future research, and to point the way to new policies and programs of interest to prospective grantors and grantees in international education.
